Chief Engineer at ZIRVA DEVELOPMENT Construction Company

KOINOTI NAV Group of Companies is inviting a Chief Engineer to join our new construction company, ZIRVA DEVELOPMENT – a specialist who will be able to establish technical control, manage cooperation with designers, contractors, the Technical Department, and oversee construction quality.

We are looking for more than just an experienced engineer – we need someone who knows how to manage deadlines, quality, budgets, documentation, and production discipline across construction sites.

Project Areas:

• Commercial, industrial, warehouse, office, and construction/renovation projects of the Holding

• In the future – simultaneous supervision of several internal projects

Key Responsibilities:

• Technical supervision of construction projects from preparation through project completion and handover

• Control of design solutions, construction standards, quality of works, and as-built documentation

• Organisation of the work of the Technical Department, technical supervision, and internal technical control

• Cooperation with designers, contractors, subcontractors, and internal clients

• Monitoring schedules, completed work volumes, KS-2/KS-3 documents, and the technical aspects of the budget

• Prevention of rework, defects, cost overruns, and technical risks

• Participation in building a compact, strong, and manageable engineering and technical team

• Monitoring compliance with occupational health and safety requirements and production discipline

Requirements:

• Higher education in Civil Engineering or Construction

• 8–10 years of experience in construction, including at least 3–5 years in an engineering or managerial position

• Experience in delivering commercial, industrial, warehouse, office, or manufacturing facilities

• Strong knowledge of construction standards of the Republic of Tajikistan, technical documentation, as-built documentation, and work acceptance procedures

• Understanding of cost estimates, work volumes, KS-2/KS-3 documents, and the impact of technical decisions on budgets and deadlines

• Experience working with contractors and designers, with the ability to demand results without conflict or chaos

• Ability to work at a fast pace, make decisions, anticipate risks, and bring issues through to completion

• Knowledge of MS Project / Primavera and BIM will be an advantage

• Technical rigour and attention to detail

• Reliability, maturity, discipline, and responsibility

• Zero tolerance for negligence, formal approaches, and “grey schemes”

• Ability to build systems rather than simply solve problems manually
